The Stellaris Launchpad is an exciting (and inexpensive!) ARM Cortex-M4F based development board from Texas Instruments.

The tools "officially" provided by TI for programming this board are rather bulky (you will have to download more than 1Gb of stuff from the TI web site) and are IDE based.
