I get asked this question a lot, whether I could recommend a host, cloud, online database that has 100% uptime. Its difficult as means different things to different companies.

For example should regular (daily, weekly, monthly) maintenance downtime be included in the measure? Should outages under 5-10 minutes per outage be included regardless of frequency? Should latency increases of more than 50% be included (i.e. the server is running so slow it might as well have crashed)

These and many more events are excluded from the 100% claim by many companies....

So I ask, what does 100% uptime really mean?
