Rob Mueller: The problem is that most people use bounce incorrectly, thinking that it informs the sender an email address doesn't exist, when these days it really just generates backscatter in most cases.
Sure you can show one or two cases where it *might* be useful, but they're rare compared to what people were actually doing, and it's much better to just block the sender and discard their future email than bounce past email that's already arrived.
On top of that, bounces end up with our servers ending up on IP blacklists. For instance, a user bouncing a bunch of messages over a couple of days ended up with most of our IPs being listed at backscatterer.org. I hate our IPs being listed on any RBL blacklists at all, because there's always systems out there using obscure RBLs like this ...
So, a combination of:
1. Inappropriate use by users
2. Leading to being listed on RBLs
3. And with alternative approaches being better anyway
is why this mis-feature is being dropped.
