This is something that is so clearly necessary, both for consumer protection from price gouging and for development of the technology base of society, that the comment by GSMA ("The GSM Association, which represents operators, declared its "disappointment" that the measures were deemed necessary.") clearly markes them out as part of the problem rather than part of the future.

Great news that the GSM cartel has finally been reigned in. GSM roaming in Europe has been a huge continent-wide citizen benefit, and has proved that having a single standard is good; this abuse has been the main issue, and now it's sorted.
