This reads like a badly written corporate communication, not something I'd expect from ORG. I guess, judging from the list of people who signed this, it may not come as a surprise. Not reassuring, at all. 
The first two 'principles' - notice the sneaky word 'legal', I don't think that was the founding spirit or principle of the internet at all. It should be 'any'. Secondly, why should content and service providers ability to innovate have to have anything to do with the government. That is my beef with this whole thing - Faustian bargain with any authority over the internet is not acceptable, calling on the government to provide regulatory framework is a recipe for disaster.
Also, they are using the 'c-word'* in connection with the internet. Says it all really.
*In case you were wondering, it's 'consumers'....
